TÖMER

In 1984 in Turkey, Turkish Teaching Center (TÖMER) was founded in the body of Ankara University for the purpose of teaching Turkish to foreign national persons by taking world leading language and culture centers as example. The open name of TÖMER which was Turkish Teaching Center at its foundation was changed in 2001 as Center for Research and Application of Turkish and Foreign Languages and lastly in 2011 as Center for Application and Research of Turkish and Foreign Languages.

Since foundation of TÖMER until today, thousands of foreign national students from 169 different countries were taught Turkish. The majority of such students who learned Turkish at TÖMER occupy important positions at their respective countries. TÖMER which successfully teaches foreign languages in addition to Turkish contributes in the field of foreign language in Turkey. Today, the institute that teaches most foreign languages in Turkey is TÖMER. TÖMER was authorized in 2004 from Council of Europe for taking European Language Portfolio for adults and it is the first and single language center from Turkey awarded with such authorization. In addition to this, TÖMER puts European Union Projects into practice jointly with language teaching and research centers, Non-governmental organizations, universities located in Europe. Experiences of TÖMER in this field also constitutes basis for scientific studies and TÖMER employees transfer their experiences to such projects.

TÖMER which started teaching languages other than Turkish language from 1989 teaches today Turkish, English, French, German, Portuguese, Spanish, Russian, Italian, Modern Greek, Japanese, Bosnian, Bulgarian, Croatian, Serbian, Arabic, Chinese, Korean, Polish, Persian and Ottoman Turkish.

How Does TÖMER Carry Out Work?

TÖMER is an agency administered from a center with branch offices affiliated to the center and it carries out its work through such center and branch offices affiliated to the center. In TÖMER, there are units like manager, unit responsibles, board of management, advisory board. The manager is nominated by president among faculty members of the University for a period of three years. A manager whose tenure expires may take office again. In TÖMER, units are created based on student number.

In TÖMER, classes are organized as classes for general and specific purpose classes.

Classes Organized in TÖMER for Specific Purposes

Language classes for specific purposes, duration and periods of such classes, total hours per week and month are determined by decision of board of TÖMER.

Durations and total course hours of classes for general and specific purposes may vary in accordance with requests or temporarily when deemed necessary.

Classes are generally held between the months of September – June every year, depending on academic calendar determined. Summer classes are organized between the months of July – August.

Class fees and discounts that may be applied to such class fees are determined for every year by the Board of TÖMER and approved by President’s Office of Ankara University.

Conditions of Participation to TÖMER Classes

  1. Prior to enrolling for TÖMER classes, first of all a placement test is taken. Placement tests are held every weekday between 09:00 to 16:00 hours. Registrar’s office work on every weekday between the hours of 08:30 – 20:00, and 08:30 – 17:30 on weekends.
  2. Placement tests (except for Turkish Classes) are paid and such fee is deducted from class fee during enrollment. Placement test fee is not refunded to persons who do not enroll for a class.  
  3. Results of placement tests are valid for 4 months. Despite the result of placement test, class instructor may change course of attendee by taking approval of relevant unit responsibles within initial week of class, if he/she deems it necessary.
  4. Class fees are charged in Turkish Lira. Fees of enrollment to classes not opened due to reasons arising out of TÖMER are refunded.
  5. In order to benefit from TÖMER discounts, necessary identification documents must be submitted during enrollment and relevant minute must be signed by attaching photocopy of ID card.  
  6. Enrollment freezing can be done if a valid excuse is provided; class change can be done during initial week of course enrolled within possibility. This and similar applications to be filed later are not accepted and fee is not refunded for class periods not attended.  
  7. In TÖMER, classes continue 12 months of the year, between 09:00 – 21:00 hours 7 days a week, except for religious and official holidays. Class hours cancelled due to reasons arising from TÖMER are compensated.  
  8. Enrollment freeze is valid for a maximum period of 1 year. If class fees are raised during such time, fee difference will be charged to attendees. Raised fee is not charged for enrollment freeze transactions performed due to reasons arising from TÖMER. In case of enrollment freeze transactions longer than 4 months, free of charge placement test is held for re-enrollment.  
  9. Attendees may transfer their rights for class period they have paid to another person for same or different language within first week of that period and the transferee is taken to placement test in order to identify the course he/she will attend.  
  10. In order to open a class, minimum number of attendees determined by the board of TÖMER for classes must be achieved. A class can be opened with minimum 7 persons for English and Turkish classes with a specific purpose, class can be opened with minimum 5 persons for other languages and foreign language courses with specific purpose. In case of applications made as a group, special classes can be opened in one or two-month periods provided days and times are in specific intensity. The authorities of classes to continue or close, changing course hours and instructors vest with branch office unit responsibles.
  11. During interim levels of classes without examination, class instructors decide to pass students to the next level or repeat the same class by monitoring students with respect to 5 basic language skills and performance evaluation. During interim levels with examination, certificate and during diploma levels at the last four hours of each class, a class completion test consisting of 5 skills is held. Students who become successful in all skills pass to next level. A student who fails in a skill is taken to single course examination. Diploma examination does not have a single course examination. A student who becomes successful at the end of level must repeat same level in order to pass next level provided they pay for class fees.   1. There is obligation to attend the courses in the ratio of 7/8. A student who exceeds ratio of absenteeism without a valid excuse will not be taken to examination at the end of level, and they will be deemed failed at such level. Fee is not refunded for days and times not attended to the class.
  2. A student who completed basic and intermediate levels will obtain a certificate approved by TÖMER manager, a student who completed a high level will obtain diploma approved by the president of Ankara University.
  3. A student who enrolled to TÖMER classes is deemed having agreed all above-written articles.
