Residence Permit for Students

Foreign national students who will study in universities located in Turkey or language learning centers affiliated to such universities must file an application to obtain residence permit within no later than a month after entry into Turkey.

Important arrangements:

  1. Student residence permit is granted to foreigners who would study for an associate, bachelor’s, master’s or doctorate degree at a higher learning institution in Turkey.
  2. Foreigners whose support and expenses are borne by real or legal persons and who would study for primary and secondary education may be granted student residence permit for one year periods each during their education life and such permit may be extended upon consent of their custodians or legal representatives.
  3. Student residence permit does not provide any right to parents of the student and other relatives for obtaining residence permit.
  4. If duration of education is shorter than one year, residence permit duration may not exceed period of study.

How to Obtain Student Residence Permit in Turkey?

In order to obtain a student residence permit in Turkey; associate, bachelor’s, and masters students of a foreign nationality who are recently accepted to a university must obtain educational visa from Turkish embassy in their country together with their letters of acceptance. Such visas are generally granted for a time of 1 month and of foreign national student must enroll to university within such 1 month after arrival in Turkey. Foreign national students who obtain a visa for the purpose of education in Turkey and arrive file an application to governor’s office of province where their schools is located to request residence permit for educational purposes within 1 month from entry into the country

During validity period of residence permit of foreign national students in Turkey, they do not need to obtain visa again to enter into Turkey. They can exit from Turkey and return to Turkey without obtaining a visa within periods designated with such residence permit.

Foreign national students whose residence period expire must extend their residence permits within no later than 15 days. Legal action is taken about students who fail to extend their residence permits within such period.

An application for extending residence permit may be filed 60 days ahead of expiry of residence permit. Under any circumstances, extension application needs to be filed before expiry of residence permit.

For Whom Student Residence Permit may be Issued in Turkey?

  1. Foreign nationals without family residence permit who would study for primary and secondary education,

Foreigners with family residence permit would study for primary and secondary education can continue their education without need for obtaining residence permit until 18 years of age. However, students who complete 18 years of age and currently continuing education at secondary education level have to obtain a residence permit.

  1. Student residence permit may be issued for foreign nationals who would study at an institution of higher learning in Turkey at associate, bachelor’s,  master’s, doctorate, degree TUS (Specialization Training in Medicine, DUS (Dentistry Specialization Training) levels. Student residence permit only grants the right of being supportive during family residence permit application transactions for spouse and child(ren) of student. It does not provide any right for obtaining residence permit for other family members.

For How Many Years Student Residence Permit may be Issued in Turkey?

If duration of education of foreign national student is shorter than one year, residence permit duration may not exceed period of study.

Foreign national students who would arrive through public agencies and organizations and study in Turkey may be issued residence permits for educational period.

Foreigners whose support and expenses are covered by real or legal persons and who would study for primary and secondary education may be granted student residence permit for one year periods each during their education life and such permit may be extended upon consent of their custodians or legal representatives.

Must Health Insurance be Bought for Student Residence Permit in Turkey?

According to the provisions of Social Security and General Health Insurance Law, separate health insurance is not asked from foreign national students who make a request for being a general health insured within three month-period from date of first enrollment. However, foreign national students who fail to file an application within three month duration from enrollment date and lose the right of being general health insured are asked to buy private health insurance.

Right of Students to Work in Turkey

Associate, bachelor, master’s and doctorate students who receive formal education in Turkey can work provided they obtain work permit. However, right to work starts after freshman year for associate and bachelor’s students.  Foreign national students must file their applications for work permit to the Ministry of Labor and Social Security.

Documents Necessary for Obtaining Student Residence Permit in Turkey

  1. Residence permit application form signed by foreign national applicant and/or legal representative of applicant is provided by the firm.
  2. Originals and photocopy of pages of passport or its substitute document containing personal particulars and photograph as well as processed pages
  3. Four copies of photographs shot within last 6 months with white background and biometric features. The photographs must not be family photographs, selfie, making recognition difficult, out of date or black /white. Such photographs uploaded to system are not accepted and residence permit is not issued for such persons,
  4. Declaration regarding possession of sufficient and regular financial opportunities during stay. This declaration is made at application form. Administration may request supportive documents.
  5. Valid health insurance; Insurance duration must cover duration of valid residence permit. Insurance transaction is carried out by the firm.
  1. Student certificate with e-signature or wet signature and sealed or stamped which shows that student rights are benefited from actively.

Certificate with e-signature or wet signature and sealed or stamped obtained from institution where one will study which shows being under exchange program for educational purposes.
