Recognition And Equivalence

Recognition

Recognition is a concept incident to a condition related to universities. This denotes the process in which the country you will go to receive education, the university you will study, physical structure of that university, educational practices in that university, structure of the staff and similar criteria are examined and it is determined if the university where you will receive education is eligible or in other words if the educational institutions you will study has the qualifications of a university. First and foremost the university from which you will receive a diploma has to be recognized by the Board of Higher Education of Turkey in order to be able to apply for diploma equivalence. State universities as well as well-known universities generally are recognized through the Board of Higher Education.

You have to submit a petition letter to the Board of Higher Education to understand if the university you already study or you will study abroad is recognized through the Board of Higher Education.

Recognition of the University by the Board of Higher Education

The recognition process by the Board of Higher Education constitutes the first phase of the equivalence evaluation process. Recognition procedures are carried out through the equivalence school recognition office. It is primarily controlled if the higher education institution giving the diploma and the education program is recognized as an authorized institution through the competent authorities of the country where it is located in the recognition process.  Furthermore, the higher education institution has to be accredited through equivalence or quality assurance institutions. Information as to recognition of the higher education institution by the Council of Higher Education is given in two ways to individuals and institutions:

  1. If the recognition of the higher education institution application is made by petition by hand, the reply is given within the day.
  2. If the recognition of the higher education institution application is made by mail or fax will, the reply is mailed to the address of the applicant within 10 working days.

Full name of the higher education institution for which recognition information is demanded as well as the department where the diploma is received in addition to the level of education (associate degree, undergraduate degree, graduate degree or distance education) and contact information have to be provided in the application petitions.

  Recognition of the Higher Education Institution in Undergraduate Transfer

Application process for candidates who desire to transfer from a higher education institution located abroad to a higher education institution located within Turkey is evaluated the university to which such application is made in line with the regulations on the principles of transfer at associate degree and undergraduate degree level between higher education programs and double major and minor programs and making credit transfer between higher education institutions.

Candidates who desire to transfer from a higher education institution located abroad to a higher education institution located within Turkey firstly have to receive information as to recognition of the higher education institution for undergraduate transfer from the equivalence department of the Board of Higher Education. Candidates who desire to make undergraduate transfer can realize their application proceeding to the university they wish to apply by virtue of this petition letter. The equivalence department of the higher education institution conducts the proceeding for recognition of the higher education institution

 Information as to recognition of the higher education institution in undergraduate transfer is provided in two ways:

 

  1. The student who desires to make an undergraduate transfer will deliver the application petition thereof by hand for recognition of the higher education institution. Letter for recognition of the higher education institution is issued on the application date in this case.
  2. If the recognition of the higher education institution application is made by mail the reply is mailed to the address of the applicant within 10 working days.

Full name of the higher education institution for which recognition information is demanded as well as the department where the education is received in addition to the level of education (associate degree, undergraduate degree, graduate degree or distance education) and contact information of the applicant along with the request for transfer have to be provided in the application petitions.

Equivalence

Equivalence denotes the determination of whether associate degree, undergraduate degree and graduate degree diplomas received from higher education institutions abroad are equivalent to associate degree, undergraduate degree and graduate degree diplomas given by higher education institutions in Turkey. Equivalence certificate is the certificate indicating in which level and field the diploma for which recognition is requested is recognized in Turkey.

Equivalence of associate degree, undergraduate and graduate diplomas obtained from foreign higher education institutions is carried out by the Equivalence Unit of the Council of Higher Education.  Equivalence proceedings as to degrees of Ph.D., Professor, Associate Professor and Proficiency in Art are carried out through the Inter-University Board of Directors.

Equivalence proceedings are carried out by the Equivalence Commission, Equivalence Experts and the Executive Board of Assessors within the purview of Regulation on Recognition and Equivalence of Foreign Higher Education Diplomas, international treaties and relevant national legislation. Results regarding the equivalence given subsequent to examinations carried out in accordance with the legislation are as follows:

  1. Level Determination Examination,
  2. Diploma Equivalence Acceptance,
  3. TRNC Protocol,
  4. KPDS (Foreign Language Proficiency Examination for State Employees )/ YDS (Foreign                      Language Examination)
  5. License Completion
  6. Fake
  7. Denial

Applications made for equivalence are examined in the following way

  1. If the documents submitted for equivalence are in conformity with the original or not and if there are any scrapes, erasures or similar falsifications on them or not ,
  2. If the equivalence documents belong to the applicant,
  3. If the higher education institution giving the diploma to the applicant  is recognized as an authorized institution and the education program received by this person is recognized through the competent authorities of the country where it is located
  4. If it is accredited by the equivalence or quality assurance institutions and recognized by the board;  The level of education of the higher education program equivalence of which is desired
  5. The sum of the national credits and/or ECTS required for graduation,
  6. The program is examined if it is equal to the Turkish higher education system in terms of competence, skills and knowledge to be earned.  When the usage of a title is required, an evaluation according to subparagraph (b) of the first paragraph of Article 43 in the Law of Higher Education is conducted.
  7. If deemed necessary by the Commission, additional information and documents, excluding the documents stated in Article 4,5 and 6 are requested directly from the applicant, the related higher education institution or the authorities of the related country regarding the originality of the diploma being evaluated and other documents and type, qualification and level of education program although the documents are taken from a recognized higher education institution. 

Universities in Equivalence Proceedings

The graduates of universities who study in universities which have been included in the world’s top one thousand (1,000) best universities ranking prepared through University Ranking by Academic Performance (URAP), QS World University Rankings, Academic Ranking of World Universities (Shanghai), CWTS Leiden Ranking and Times Higher Education World University Ranking (THE) in the year of beginning to university education abroad can apply for equivalence directly after they graduate. Those who will start their education in a university outside the world’s top one thousand (1,000) best universities or those who are unsure of this situation should fulfill the equivalence prerequisites at a university recognized by the Board of Higher Education of Turkey according to the department they will receive education.

Equivalence Prerequisite for Those Who Will Study Law

Those who desire to study law abroad and receive an equivalence certificate after graduation should take the Bachelor Placement Exam (LYS) and Higher Education Entrance Exam (YGS) which will be done by Student Selection and Placement Center (ÖSYM) in the year they will start their education and should be listed in the first 150 thousand in the field of law.

Equivalence Prerequisite for Those Who Will Study Medicine 

Those who desire to study medicine abroad and receive an equivalence certificate after graduation should take the Bachelor Placement Exam (LYS) and Higher Education Entrance Exam (YGS) which will be done by Student Selection and Placement Center (ÖSYM) in the year they will start their education and should be listed in the first 40 thousand in the field of medicine.

Equivalence Prerequisite for Those Who Will Study Engineering 

Those who desire to study engineering abroad and receive an equivalence certificate after graduation should take the Bachelor Placement Exam (LYS) and Higher Education Entrance Exam (YGS) which will be done by Student Selection and Placement Center (ÖSYM) in the year they will start their education and should be listed in the first 240 thousand in the field of engineering.

Equivalence Prerequisite for Those Who Will Study Architecture 

Those who desire to study architecture abroad and receive an equivalence certificate after graduation should take the Bachelor Placement Exam (LYS) and Higher Education Entrance Exam (YGS) which will be done by Student Selection and Placement Center (ÖSYM) in the year they will start their education and should be listed in the first 200 thousand in the field of architecture.

Equivalence Prerequisite for Those Who Will Study Other Branches

Those who desire to study a branch other than law, medicine, engineering and architecture abroad and receive an equivalence certificate after graduation should take the Bachelor Placement Exam (LYS) and Higher Education Entrance Exam (YGS) which will be done by Student Selection and Placement Center (ÖSYM) in the year they will start their education and must have received the least score a student who has been placed in programs within institutions of higher education in Turkey.

 

Equivalence Prerequisite for Those Who Will Study in Fields Not Included in the Student Selection and Placement Examination (ÖSYS) Guide

Those who desire to study in fields not included in the Student Selection and Placement Examination (ÖSYS) Guide and receive an equivalence certificate after graduation should take the Bachelor Placement Exam (LYS) and Higher Education Entrance Exam (YGS) and take at least 140 points in any score type for the associate degree programs and at least 180 points in any score type for undergraduate programs.

 

 

The documents demanded during the equivalence applications may vary according to the case if the applicant is a citizen of the Republic of Turkey or a foreign national. Dual nationals who are both citizens of another country and citizens of the Republic of Turkey can realize the proceedings with the documents required from the citizens of the Republic of Turkey.

Application Documents Required from Turkish Citizens

  1. Signed print-out of the online application form filled out online via the Internet,
  2. Documents required in Associate Degree and Bachelor's Degree applications from those who make associate degree and bachelor's degree equivalence application,
  3. Documents required in Graduate's Degree applications  from those who make Graduate's Degree application,

Application Documents Required from Foreign Nationals

  1. Signed print-out of the online application form filled out online via the Internet,
  2. Documents required in Associate Degree and Bachelor's Degree applications from those who make associate degree and bachelor's degree equivalence application,

Documents required in Graduate's Degree applications  from those who make Graduate's Degree application,

 

Equivalence procedures of those who will make equivalence applications for their diplomas are firstly received and carried out by virtue of the online system. Candidates who will make application have to be member to the equivalence application system by a valid e-mail address and must complete the equivalence application form. The completed form will be printed out and signed and delivered with the required documents by hand or mail to the equivalence unit .

 

Following documents are required from foreign nationals who have completed their associate degree and bachelor's degree education and who make equivalence applications in Turkey:

  1. Signed print-out of the online application form filled out online via the Internet,
  2. Equivalence documents of high school diplomas received from abroad (can be received from Turkish foreign representative offices or the provincial national education directorates).
  3. Original of the diploma or graduation document requested,
  4. Translation of the required diploma or graduation document certified by a  notary public or Turkish foreign representative offices,
  5. Original of the official transcript of the diploma equivalence of which is requested showing all courses taken , education hours and received grades during the higher education period
  6. Translation of the original of the official transcript of the diploma equivalence of which is requested showing all courses taken , education hours and received grades during the higher education period certified by a  notary public or Turkish foreign representative offices,
  7. Original of the official transcript showing these course if there are courses  transferred from a different higher education institution to the graduated higher education institution

  9. One of the following documents should also be provided;
  1. If a  equivalence document has been requested by the Ministry of Labor and Social Security and related institutions from a foreign national who has residency permit for more than three months in Turkey and who has applied to the Ministry of Labor and Social Security for permission to work,
  2. The person who has applied for the citizenship of the Republic of Turkey has to document this situation,
  3. The person should have entered in to a contract to teach in a higher education institution with the capacity of a foreign national teaching staff and such contract should be endorsed and approved,
  4. To document that the person will work as a researcher in R & D projects public carried out or supported by institutions and organizations or state and private universities and R & D projects coordinated by TÜBİTAK (Scientific and Technological Research Council of Turkey) supported by international PROGRAMS.
  1. Persons who have been foreign national and who have passed to Turkish citizenship subsequently have to receive a document from Provincial Directorate of Population or the Ministry of Interior’s General Directorate of Population and Citizenship Affairs proving that the two names belong to the same person ,
  2. Photocopies of originals of all documents approved by a  notary public or Turkish foreign representative offices
  3. A4-size photocopies of all documents which have been submitted during the equivalence application (this copies should be without ribbon, staples, spirals and etc .)
  4. Photocopy of identity card or passport,
  5. A large file envelope in which the documents can be placed.

Foreign nationals who have completed their documents will submit such documents to Bilkent / Ankara address of the General Document Department of the Presidency of Higher Education Council. Those who want to send by mail can send their documents to Bilkent / Ankara address of the Presidency of Higher Education Council.
